What are his chances? (UCSB)

I was accepted to UCSB but my friend is hoping to apply for this spring or fall 13.

What are the chances of him being accepted to UC Santa Barbara?

Info on him-

Gender: Male
Student type: Transfer from Out of State
Cumulative GPA: 2.8 (Hoping to bring it to 3.0 for his last semester)
Pros: He was a marine for 4 years-therefore he is a veteran and so is his family.
Major: Business (Or Economics/Accounting)
American & Asian Background

Anyone think he has any chance of getting in? The only thing bringing him down is his GPA I guess... Considering I believe they'll really like that he is a veteran and has experienced many hardships that he can also include in his essay. Please let me know what you think and if he has any chances whatsoever.

Oh and he has plenty of extra curriculars too!

The Veteran status would probably be equivalent to boosting his GPA point .5. So basically, lets say he does get a 3.0, it can be boosted to a 3.5 just because he is a veteran and probably went through many hardships.

If he gets an SAT score of over 2000, I’d say he has a pretty decent chance at acceptance. :)
