For you, your UC GPA and CP GPA are below average especially for CS. Your test scores are in range for the Mid-tier UC’s but UC’s are very GPA focused. SLO/UCLA/UCB have around a 10-13% acceptance rate for CS so these will be tough admits.
Based on data for 2015 with a UC GPA of 3.8-4.19, here are the admit rates overall for these UC’s which does not distinguish between competitive and non-competitive majors, EC’s or essays:
UCB: 12%
UCLA: 14%
UCSD: 39%
UCSB: 49%
UCD: 52%
UCI: 57%
UCSC: 83%
UCR: 90%
UCM: 92%
Stanford: High Reach
UCLA/UCB/SLO: Mid-Reach
UCSD: Low Reach
UCD: High Match
You need some solid Match and Safety schools on your list such as UCSC/UCR/UCM/SDSU/CSU Fullerton/CSU Long Beach and/or Cal Poly Pomona. I would also add UCI which is a High Match but with good EC’s and essays, it could be possible.
FYI: Your friend should make their own account since you want feedback specifically for you but here goes my 2 cents.
For your friend, if he is interested in the same schools. All schools are Super Reaches. UC GPA too low to be competitive along with low SAT scores for most of the UC’s.
UCR/UCM might be possible. Your friend needs to concentrate on the Cal States such as San Jose, Sonoma, Chico, Sacramento, San Francisco to name a few. CSU Fullerton could be possible. SLO/SDSU/CSULB would be Reaches.
