Your ACT score is very low for GT and UIUC, and a bit low for VT and PSU ; as an international engineering applicant you will need to score substantially above average at a typical state engineering school. Schools generally use the composite and math scores (your math is fine) for the ACT. GT and UIUC are in the top 10 engineering schools in the US and have far more qualified applicants than they can admit. GT is the most competitive of all because the state of Georgia provides a full tuition scholarship to Georgia residents with high GPAs (A1, A2 equivalent) and high ACT scores, giving Georgia residents a huge incentive to do well to be admitted to the state flagships.

If you have not done so I would also recommend applying to Purdue, also a top 10 school but for whatever reason has lower admission standards, and is very Indian friendly. You may also consider re-taking the ACT if the results would be received in time.

Also please tell me what is the significance of the ELA score, do universities consider it as a deciding factor??

You should apply early action so if you get denied you have ample time to look at other colleges. List some good ECs
