What are My Chances for my favorite schools?

So I’m applying to college finally (Yahooo :))
If you guys could take the time, could you let me know what my chances are at getting into my top choices.
My academic profile isn’t too impressive:
ACT: 30
New SAT: 1370
Old SAT: 1960
SAT Bio: 680
SAT Math 2: TBD
Unweighted GPA: 3.64
Weighted GPA: 3.76
AP Lang: 3
AP Psych: TBD
AP Studio Art: TBD

I have 2 consistent ECs and volunteering within a general theme but not at any particular place.
I have had intense family problems going on for several years now.
I live in NJ, and got to a competitive public school. Almost everybody’s backup school is Rutgers.

My 1st choice major is Neuroscience or something similar for most colleges and Visual Arts and/or Psychology are my backup majors.

Cornell University
Santa Clara University
College of William and Mary
Rutgers
UC Davis
TCNJ
SUNY Stony Brook

Brown is my favorite and I am thinking of applying ED if my mom can pay for it. I am not sure yet. College of William and Mary and Santa Clara are also very high up for me.
Any college suggestions and chances are welcome! Advice for my applications would also be great! I also have an art portfolio if anyone has time to critique that would be awesome!!!

Is UC Davis affordable at $55k/year with no financial aid as an OOS applicant?

Here is the Freshman profile for UCD 2016:
GPA and test scores of middle 25%-75% students

High School UC GPA: 3.95 - 4.25
ACT Composite Score: 26 - 32
SAT Critical Reading: 550 - 680
SAT Mathematics: 590 - 750

UC’s are very GPA focused and based on your weighted GPA, your chances are around 11% (UC GPA range of 3.40-3.79) and if your UC GPA is in the 3.80-4.19 range, then around a 50% chance.

My school offers AP Biology and AP Chemistry
I have taken Biology (A), Chemistry honors ©, and Human Anatomy and Physiology (B)
I plan to take a community college physics course during the coming spring.
