What are my chances for UIUC and U of Michigan?

I'm a Senior in high school and currently in the process of applying to colleges.
I have already been accepted to a school in my state. I was born and raised in the same small city my whole life, and I'm looking to move and start college some place new.

Both would be out-of-state reaches.
I am a first generation American and will be the first in my family (besides my brother) to attend college.

Academics:
- GPA: 3.58 UW 4.44 WEIGHTED
- TOP 10% .. last time I checked I was about 94 out of class of 1,200 (somewhere around there)
- 25 on ACT (I know this is very low compared to others - but I took it 5 times and could not bring it up)
- 7 AP classes including classes like AP Music Theory, AP Statistics, AP World History, AP Psychology, AP Chemistry.. and plenty of Honors or "pre-ap" classes beginning with freshman year
- Better GPA each year (started with C's freshman year and got my first straight A's in high school my second semester of junior year)

Activities/clubs/EC:
- Student Council officer for all 4 years of high school (Student Council Publicist (2 years), Service, Secretary)
- Key Club President for 2 years
- Youth group VP for 1 year, hospitality team
- Various clubs like Asian American Association, TUMS (medical society club), NHS, environmental club,
- Various volunteer work (Race For The Cure, Kids Against Hunger, VBS, mission trip, etc)

I think I had pretty decent essays for UIUC, and I'll get a good recommendation for University of Michigan's.
I have already applied to the early filing period with UIUC with a major of Psychology (LAS), and I'll apply to University of Michigan majoring in Psychology as well.

Any advice would help. Thanks in advance!

You have almost no chance at Michigan. OOS, well below average ACT and below average GPA do not make for a match. You have nothing in your application that would make Michigan want to take you in spite of your issues. Illinois is less of a reach. That ACT is still pretty low and so is that GPA but if you can write good enough essays, get strong enough recs and do well enough this semester to raise your GPA, it is still possible. Good luck!

So, you’re saying I shouldn’t even try to apply for Michigan?
Thank you for the advice!

No, I don’t mean that at all. If you may want to go to Michigan, by all means go for it. You have an upward trend going for you in GPA and you have leadership positions. Maybe an amazing essay or just sheer luck gets you in. What I’m saying is if you apply to Michigan, you will want to be mentally prepared not to get in. I’m saying your odds are not good but that doesn’t mean your odds are 0.

Right - I totally understand! Thank you so much for your reply!

Since krnangel2012 has already helped you analyze michigan, i’ll pass.
As for UIUC, it really depends on what you’re going to major in. with psychology, I think you’ll have a good shot, even if your test scores are a little bit on the low side.
Good luck with college apps!
Chance me back?
