What are my chances of getting into a top Engineering School

What are my chances of getting into a top Electrical Engineering Graduate School? I currently go to a state school (senior) and have a 3.81 (it will be between 3.85-3.90) when I graduate. I have 5 years of engineering experience/internships at major engineering firms and prestigious national labs. I just found out I will be fully funded to ANY graduate program I want for engineering + a generous living stipend so I don't need a cent of financial aid from a university. I can do a thesis or non-thesis. I am thinking I will go the non-thesis route. My GRE scores were a 163/153 Q/V and I am hispanic. I am a second generation college student.

Being a hispanic and fully funded, will that help my chances of getting into schools such as Stanford, MIT (they don't have a Masters only PhD so don't think I can go there), Berkeley, Georgia Tech etc? I am nervous because of my lower verbal scores. I also am thinking of applying to about 10-15 schools to improve my chances but the application fees will add up and the work for each one will be a lot. What advice can everyone give me about my chances and where to apply? I am interested in Signal Processing and component Circuit Design. Any input would be greatly appreciated! Thanks!

OK, so you are an URM with a high GPA and more than passable GRE scores. Plus you have full funding for a Masters degree (at least). If you just want a Masters, then you can probably get into most programs you apply to. If you want a Ph.D. then schools will be pretty interested in you too. Do apply to all the schools you are really interested in attending and you will likely have a difficult decision to make on April 15.
