What are my chances of transfering to these school?

hi guys and gals

I have a few questions about transferring to some of the school I am looking into. So here is my situation, I am currently an international student at Pennsylvania College of Tech, It is a affiliate of Penn State University. I have just got one of my associated degree in Electrical Technology, and i am going back this Fall for another associated degree in Electric Power Generation. The 2 majors are closely related, so i figure i would take a couple more classes and get a second associated degree. When I apply to this school, the TOEFL requirement is only about 193, and i got around 200, so i get in. I don’t have to take any SAT I or SAT II subject test, so now that I want to apply to transfer to another school for a 4 years degree in Electrical Engineering, I have to take those exam again. during 3 and 1/2 years of studying in this school, I have a 3.34 GPA overall ( I know the minimum requirement for those school I apply is 3.5 with 9 more credits to get the second degree, so I am working on it >.< ). That is one of my minuses. I know some of the ivy leagues school doesn’t even look at you application if you have more than 2 years of college.

I am looking forward to hopefully transfer into Yale, MIT, or Columbia school of engineering since these schools have a strong financial aid for international student. I know I might be a bit of an average student for those schools, but I have at least a year working experience in Electrical field. I know that those schools do not only look at your academics record alone, they look into few other things also. Since I have to take the SATI, SATII subject test after more than 3 years of college, would a higher SATs score improve my chances? I would retake my TOEFL again too now that my English is a little better. Would a higher score of that help also? Should I just apply as a freshman instead of a transferring student if I got a higher score?

Since I have while a bit of real experience in electrical field, I figure they might consider my application to one of their engineering school, but I could be wrong. I also don’t have any relative in the U.S, so I can’t really apply for any private loan since they require a co-signer. Is there any other type of loan for international student? IF so, I could try to apply to Penn State University, I think i will have a better chance there.

Any recommendation and help would be greatly appreciated. Thanks
