what are my chances to transfer to a uc

i am an international student currently studying abroad with a gpa of 3.0 , which had an upward curve since last year it was 2.2, and i want keep improving it to get a gpa of 3.3,i wanna apply to uc Santa Barbara, uc Irvine, uc Santa Cruz,uc Davis for fall 2011 i know UCLA is out of reach . i will finish all the prerequisites of each major i intend to purse if i by any chance get applied to any one of them, to transfer as a junior, my target is the business school at uc irvine.
High School GPA: 3.7
i have extremely good sat 1 and sat 2 scores that are above what these universities require

i have to take the TOEFL.

EC's:i was on the basketball team in high school , i was on the soccer team too, i participated in talent shows every year, i was a runner for my school , organizing committee for the yearbook, and was part of various and diverse clubs through high school and colleges.

Work : I said too much i dont wanna bore you but i have worked almost as much as i have studied.

Even if you get your GPA to 3.3 it is going to be very tough to transfer to a UC if you are currently studying at a four year university. The UCs are required to give highest priority to transfer applicants from California Community Colleges (CCC), then transfers from other UCs. Transfers from other 4 year universities have low priority with transfers from CSUs having the lowest. Transfers from foreign four universities would at best only have priority over CSU transfer applicants.

^The above is incorrect. UCs are actively seeking full pay internationals and accept about 50%. A 3.3 is low though, best shots would-be UCR, UCM and UCSC. Those schools don’t have many lined up to pay $50K, so good shot.
