My GPA is b/w a 4.00-4.10 (10-12 grade) 3.95 non weighted

I took my first SAT and got 1560
and SAT II: Math 2c:520,
and physics: 580,

I'm planning to retake both SAT I's (hope to get 1750-1800, i took Princeton review course) and the SAT IIs. Is this good enough to get accepted to berkeley, and to what majors?

Is there a speck of hope...(maybe to some unknown major)

P.S. someone told me that the administration accepts X number of people to each major, and if its un-impacted, a person with "not so high" scores will be accepted. Is this true??

Probably not, but nobody knows. There is more to you and your chances than that which you gave us, but nobody here can really tell you if you will be accepted.

Did you take the most difficult courses available to you? Will you write well-written, creative, not-cliche essays? Do students from your high school with your stats and with similar situations get to places like here? What is your intended major? What kind of ECs do you have? These things all matter.
