-Penn State (instate) will be my “back-up” college incase I can’t get into any of the other ones

I’m not 100% where to apply but I’m considering applying to 4 of the ones I listed above (excluding Penn) and yes I know, these colleges may not have the best comp sci program but they are the ones I like

We can’t chance you properly without an actual SAT score.

That said, if you get a 1800, everywhere save Penn State will be a pipe dream.

Stop being so modest, @areyouahuman , you know you can do better than an 1800.
The SAT is a highly technique-based test. While you do need to know a decent amount of material, given your GPA, I believe you have a firm grasp of most of it, or at least the potential. I recommend SparkNotes(for studying) and CrackSat(for practice tests and material).
Two things, raise your GPA to 2000+, then some of those schools might be more realistic(You’re going to have a tough time getting into UVA and UNC as an OOS, and Duke just seems too reachy). Don’t discard PennState.

Come back along when you’ve gotten your first SAT results, good luck!

Just a thought
The fact that a 97% average barely places you in the top 50 suggests that your school may be a little weak, which could make some of those top schools difficult. But you’ll need a real SAT score before anyone can say

With your (projected) stats you will end up into your back-up school.

Just for future reference, Penn State is not “Penn”. And NYU is private, so the concept of OOS does not apply there. If your SAT ends up at 1800, you have no shot at any school on your list except Penn State. You need to shoot for at least 700 in every section to have any shot at the rest, and higher than that for most of them.
