I so far. Have a 2.8 gpa in community college and was planning on transferring to a university as either a electrical engineering, mechanical engineering, or civil engineering. What are the chances of me getting accepted?
It varies by college (and even program within a college) and your core “engineering” GPA (Calc, Physics, Chem, etc.) also matters. Your chances are not very good at more selective programs, but you should find plenty of less selective programs that likely/may accept you.

There is a forum called What are my Chances, they will give you in-depth analysis regarding your concerns. However, I only know that you will be doing Transfer to another University from Community College into regular univ. So, you have to check their transfer requirements. For sure, the selective programs, you will be disqualified for lacking the necessary GPA. But, there are lots of other schools that are not tough to get in as transfer. Check with your advisor and go online to other school website and find their transfer requirements and talk to them to. Nothing is impossible.

Community colleges often have direct transfer programs to states schools. That’s usually a good way to go because you’ll have the expected prereqs. Your advisor should have some good advise.
