What college is right for me?

i am currently seeking some college choices and i am honestly very lost. i have used online programs offered to me for free online such as collegeboard search, and sites my high school pays for such as naviance and haven't had to much success. i was hoping that some people on here could help me out. so here is some of my criteria.

-Chemical engineer program that is good with good undergraduate studies and oppertunity
-east side of USA. so from about Kentucky east is fine.
-Nice campus (etc... that whole thing)
-coed

now i am not looking to spend crazy amounts of money on college and im from NJ. so here is a little about me and my scores

-currently one attempt at SAT's and i have a 1700, taking in a few weeks hoping for a 1900+, Will also be talking my ACT's soon
-3.05GPA unweighted 5.7 weighted, top 16.5% of class
-Now where i hope to stand out and get some money off is my course selection and how hard it has been. I am currently taking AP psychology, AP calculus, AP Chemistry 2, Honors Human Anatomy, French 5A, English 4A. so im not the greatest at English but not horrible, and i do well in science and math.
-past classes i have taken are Biology 2AP (4 on AP test), US history I AP, Honors Physics, Honors chemistry, honors biology, etc...
so what i am hoping for it that the school will see i have doubled up in sciences sophomore through senior year, and have gone to level 5 french, and have done good the last few years.

My goals for a career is to become a chemical engineer and maybe do graduate research.

so currently i am looking at Rutgers New Brunswick or University of Delaware.
my question is are they good schools for me? and what other schools are good for me to be looking into, where i wont be paying to much and can have a chance at reviving some money off. thanks so much for any help.

Delaware is known for chemical engineering and I’m sure Rutgers is good as well. If you look at private schools, I’d check Manhattan College in NY – it has a good engineering program.

Yeah, i don’t mind private or public, just looking for something affordable or where i can get a scholarship for my credentials. And i will look more into University of Delaware, i cant really tell if rutgers has a great program, but two of my brothers when there ( will they get me any money off, or not?)
