You have a solid shot at all the UCs - but, be sure to apply down the stack too. UCB and UCLA are tough to predict with stats like yours. UCSD, Davis, UCSB and CalPoly SLO should be on your list.
Good luck.

Your SAT is very competitive. You have a good chance all the UC’s.
If your UC GPA is 4.0+, then I would say you are a Match for UCSD/UCLA/UCB/UCI/UCD/UCSB
UCSC would a low Match and UCR/UCM would be safeties.

I definitely would apply to the UC’s. Overall, they are more elite than the CSU’s. Your 3.86 gpa is low for UCB, UCLA, and UCSD. Assuming you don’t have any hardship or adversity in your life, students getting into UCB and UCLA generally have 4.3+ weighted gpa’s and at least 2050 on the SAT. UCSD is a tad lower. I think your chances of getting in is remote despite have great SAT scores. You have a good chance at the mid-tier UC’s (UCD, UCSB, UCI). You should definitely get into the lower tier UC’s (UCSC, UCR, UCM).

You might want to apply to elite public universities like the University of Washington (Seattle campus), the University of Michigan (Ann Arbor), Purdue University, University of Illinois, University of Texas (Austin), etc. They are not part of the WUE and therefore you would pay out of state tuition. However, these public schools are excellent schools and they are still cheaper than attending private colleges.

There are also elite private schools like the University of Chicago, Northwestern, Duke, etc. I believe those schools would be difficult for you to get admitted to.

Law is not an undergraduate major. No specific major or courses are needed to apply to law school, but high college GPA and LSAT score are very important – see http://lawschoolnumbers.com .
