In 2019, my mom never received any tax forms since she was unemployed that year. She filled out forms for 2018 and for 2020. Is there a way for me to replace the 2019 tax form with either the 2018 or 2020 tax form for my FAFSA? Is there a way for me to email the fsa regarding this situation? If so, which email?
If she wasn’t required to file taxes in 2019 that’s ok. Are u talking about fafsa for the 2021-22 school year? 2020 income will be used for 2022-23 school year.

If your mom was not required to file taxes for your FAFSA year, then she would need to complete a non-filers statement and document why she didn’t do taxes that year.
Is your mom a single mom? If not, what about your dad?
The 2019 tax year is used for the 2021-2022 academic year…which is starting NOW. Like within the next few weeks.
So…is that the tax year and academic year you are talking about. In other words, are you starting college now…?
If you aren’t starting until 2022 fall…you would use 2020 income. That FAFSA won’t be available for submission until October 1.
Is your mother trying to get an FSA ID? If so, then fill out the box as Did Not File, and then follow the instructions. They may require you to get a Non-filer’s statement (she gets that through the IRS) for the FAFSA, but for the FSA ID, she may not need that if they can confirm her identity through her SSN, birth date, address, etc.
Always answer the questions truthfully. Did she file 2019 taxes? No. That’s the answer. It may cause you to have to provide more forms or info, but that’s the answer.
If she did not file a tax return, just select “not going to file.” She will enter any income she may have had in the income section. If her income was low enough that she wasn’t required to file, no issues.

You may not need a non-filers statement. The rules have been temporarily relaxed due to the pandemic. Just file your FAFSA as quickly as possible & keep in touch with your school’s financial aid office regarding any documentation they might request.
It happens sometimes. I filed later this year than optimal. Sometimes the delay is caused by procrastination, but sometimes by actual reasons.
