What does an out-of-state tuition waiver do?

<p>I'm looking at the Journalism Scholars scholarship from Mizzou that waives out-of-state tuition. Does that mean I pay no tuition or that I pay in-state?</p>

<p>Also, by the way, if anyone knows - I got into the Walter Williams Scholars program at Mizzou. Now, they say that "Walter Williams Scholars are also Journalism Scholars and have all of the rights and privileges enjoyed by that group" on the website, however in my WW acceptance letter, they didn't mention anything about being Journalism Scholar or getting the OOS tuition waiver, which seem like big things to mention... Should I be worried?</p>
