if you get rejected from a school this year, and apply again to the same school next year, what does it mean? Disadvantage? Why would anyone apply to a place twice?

Unless something major has changed, more than likely, if you were rejected once, you'll be rejected again. There was someone last year who applied to Harvard two years in a row. They desperately wanted to go to Harvard. They applied EA the second year, and were deferred and ultimately rejected.
