First, sorry for bad English and lots of questions

Hi,
I'm still a junior in high school, but I'm starting to worry about me not getting into a good college. UW is my top chose, and it means a lot to me. I've been research for a while, and I found out it's not easy for a OOS student to get into UW.

I'm an Asian who attempted high school at the second semester of freshman year, and I barely understood anything when I first came to the school, which I only got 3.2 GPA the first year. And it was still hard for me in 10th grade. I have a 3.13 GPA (average GPA of 9th+10th)
I haven't taken the SAT or ACT yet, but I did a sample SAT and I got 1400ish (only 380 on reading part). I will increase the score to about 1900ish to 2000 (hopefully) and get about 32 on the ACT. I will also raise my GPA to 3.45 (I work really hard this year and I'm having a 4.0 right now)
I will have a unique and strong essay (for sure), I will have my teachers and principle to help me with it.
I'm taking 3 AP classes, AP English, AP US History, AP Calculus. (Our school only offers 6 AP classes)

Extracurricular Activities:
I'm in a band (lead guitarist) <- don't know if that helps
Math tutor
I will get about 600 hours of community service
I also got 3rd place in a martial arts competition when I was in Taiwan (home country)
I work in my dad's company

There are only 32 students in my junior class (only about half is going to college), from what I heard, no one is applying to UW. My family can pay for it if I get into UW.

So I want to know my chance right now, and if I have 1900 SAT, 32 ACT, 3.4 GPA, and strong essay

I also found out that if colleges see that your improving, then you will have chance on getting into good college. (True?)
