What kind of writing sample for a government internship?

My d is a second semester college sophomore who is looking for a summer internship, preferably in a government agency in an education-related field. She's a history major and thinks she'd like to be a secondary school history teacher.

She visited her Career Center yesterday and had her resume approved. The person helping her told her it would be fine to submit any of her college-level papers as a writing sample. My question is, is it really? She sent me a few for my advice on which to submit, and all of them seem to be very subject-specific and *long/i. Do the folks who read this just want to be certain she can write effectively - by which I mean, will they just skim a writing sample? Or will they be turned off by a comparison of how Mill and Locke see the role of the individual in society? (I don't want to read that, and my kid wrote it.) :)

She had some good essays when she did college applications - would one of those be appropriate? It would be much faster and more enjoyable to read. Any advice?

bump please id like to know as well
