A US/Canadian resident could answer the question, but that’s NOT following the directions, is it? That’s doing what you want to do and ignoring the instructions. Think about it. Do you want an AO snickering “Oh look, here’s a kid who can’t follow directions” when they read your application? If you are a US/Canadian resident, leave it blank.
