What to do if not accepted into your first choice major?

I'm applying to University of Texas at Austin and I have to choose my first and second choice of school within the college. I plan on majoring in Civil Engineering so obviously Cockrell School of Engineering is my first choice, but I have no idea what to put for my second choice. I don't think I'll be accepted into the engineering school because it's so competitive, so would it be smart to pick a school that is less popular so I have better chances of being admitted? (I am not automatically accepted unfortunately).

But then if I am accepted into, let's say, the school of Liberal Arts, can I still major in engineering? Or would I have to transfer to Cockrell first, and how challenging is that?

Thank you for taking the time to read this! :)

It’s depends if you feel it’s more important to attend UT-Austin or to be an engineer.

It seems ludicrous to me to go to a school where you can’t study what you want to study. But that’s me.
