What to do in General: PhD or...

Good morning,

I'll try to get to the point quickly. I am leaving the Navy after my initial enlistment. I have a bacehlors in history with a minor in PoliSci. While in I recieved a MS in IR from Troy University. My professional experience is my time in the Navy, which I spent most of my time with the Marine Corps and I do have a security clearance. My MOS does not do much for me. My graduate GPA is 3.49. My undergrad was 2.9 (I started badly but finished with nearly a 4.0). I am currently learning Japanese and am interested in Chinese or possibly French.

Now onto my question—I want to get a job with one of the big agencies (shocker right?) Either the CIA, FBI, UN, State Department, or the DoD. I could do some other jobs but I would like to make some difference instead of pushing some company 9-5 to make profits for somebody (obviously this can be debated but let’s focus on the question). My programs of interest are:

1.) PhD in either International Relations or History.
2.) A Physician’s Assistant Program. Just out of personal interest and job security.

So, my questions are:

1.) Can I get into a good program (ex. Harvard Kennedy School of Government would be my dream)?
2.) Would either doctorate “look” better than the other?
3.) Would internships or job placement be expected?
4.) What programs should I look at?

Thank you for your considerations. I’ll answer any additional questions.
