A good chance at which universities though?
i would try applying in all the top cs programs universities like waterloo, toronto and others.

You need to get that up to a 30 for cs at any of the top schools.

that is what i told the poster, increase the act first.
Assuming that you are not a Canadian citizen nor permanent resident then the cost will vary quite a bit between schools, and the best known will be among the more expensive. Thus your budget will matter also in terms of which schools you should consider.
An unweighted 3.96 should be sufficient at any university in Canada. See how much you can improve your ACT, or do well on the SAT, and then folks here should have a better shot at recommending schools. Given that you took the ACT as a sophomore, with some prep you should be able to pull this up quite a bit.
Just an FYI that a 3 on an AP exam will not be accepted at most schools/programs for transfer credit or advanced standing. For the majority of schools/programs a minimum of 4 is required and sometimes a 5 for calculus. Most schools will also only offer the equivalent of 1.5/2.0 credits (3-4 1/2 courses) for AP courses though there are some schools that are more generous and will offer up to a full year.
