What's lowest college GPA to transfer into Ivy Leagues?

I've read somewhere that 3.5 is a competitive GPA and 3.7 is average one for most of them. So, it's not necessary to have super impressive GPA like 3.9 or 4 GPA in college in order to transfer into Harvard or Brown, right? Do students with a low GPA like 3.7 have a chance for Ivy Leagues? Do strong ECs affect decision of admission officers?

Bump Bump I need answers

Very few students drop out or transfer out of Ivies in the first place, leaving very few spots open for transfers. Some, like Princeton, don’t even accept transfers; others, like Harvard, accept them in extremely small numbers. Ivy transfers will need even more exceptional stats than freshman admits because there are so few spots.
