I have been admitted to Umich but have not gotten any scholarship considerations so far. For me to even consider going to UMich, they would have to give my some merit aid (UMich is pricey and others have given me good money). Until when should I wait for merit aid and scholarships before I withdraw my app?

you could try sending an e-mail and asking when they stop giving out merit scholarships.

Yea honestly if they are planning on giving you any aid. Then you should withdraw your apps. You might be taking the spot of a deperate applicant HINTHINTWINKWINK***
lol jk

The website says I should wait until at least April 15th for department scholarships.

Yea definately wait. You never know you could definately get some $$$

I was just at the campus day on monday, and we ended up talking to an admissions person (since my dad is also very concerned with the scholarship aspect!) Anyway, they said the last batch of scholarships should be out by the middle of april. The ones that were already sent out were for the entire university, these will be college specific, whether it's lsa or another.

I know all of the Engineering scholarships are sent out. I called to ask since I had not received one and was informed that the last ones were sent out early March. :(
