Many applications such as the Common application will open in August. You will need SAT/ACT test scores along with your HS grades/transcript for many of the US colleges. Also what is your budget? US colleges can be very expensive and if you are in need of financial aid, a low GPA will not help your chances.

I dont have a budget since the government is paying for everything. does that give me a higher chance of getting in or not? and the government does give yearly donations to most well-known universities in the US. Do you have a list of the colleges that your government will pay for? There are colleges in the US that will accept you. However, unless that list is extensive, I have a feeling they are not the same colleges. You’d really have to stick to somewhere on that list, too, because your grades are too low for any large scholarships.
A US student who is serious about four-year colleges would likely try to repeat any class in which they got a D. Usually they would do it over the summer break or online. Are either of those options for you?

The list consist of the top 200 universities for biological sciences in the world, so basically its a large list of top universities. Unfortunately repeating a class is not an option here in dubai so I dont know how I can make up for it. Will taking AP classes during my summer year help boost my GPA or should I not risk it?
One more AP class will not make up for a D-, nor is it very likely to increase your GPA by all that much. Take it if you want to, though, especially if it is a class that interests you and you don’t have alternative ways to spend your summer. Personally I would rather see you retake that D- class online. Some admissions officers will agree with me, some won’t. Both a D- and a retake are red flags, so there is going to be a red flag (a negative warning signal) on your transcript either way. Americans do appreciate a comeback story and a don’t-give-up attitude, though. Plus, you don’t know who will be reading your file.
If you have a link to the universities the government will pay for, then posters can tell you which ones have a good chance of accepting you. Otherwise, you could do a search for “colleges for B students” and see which ones might overlap the list.
Plan to start applying in August. Usually the essay prompts are available earlier, so you can get started on them and have them ready to go. The deadlines vary by college, but you’re usually looking at November for early action or early decision and the end of December or mid-January for regular decision. Make sure you keep a good calendar with the deadlines. They can be all over the place.
If a 3.0 in Dubai is the same as a 3.0 in US high schools you are unlikely to be admitted to any top university in the US.
How do your grades compare to other students in your country? Converting GPA between systems in different countries is inherently difficult. However, universities in the US will know how to interpret your grades on the scale that is used in your country.
In the US, a 3.0 GPA would be very close to average for all high school students. However, only about half of all high school students go to university – slightly more start at college or university but less than half of all high school students end up graduating with a bachelor’s degree or equivalent. As such if you actually have a 3.0 in the US grading system, then you would be on the low end of “university bound” students. This would not get you into the most famous and highest ranked universities in the US.
There are however a huge number of colleges and universities in the US – thousands of them (I have seen estimates of about 4,000 schools). You will be able to get accepted to many of them. You are exceptionally unlikely to get a major scholarship from a university in the US, but if your government is going to pay for your education that will not be an issue. Having your government pay for your education in the US is a very big deal – finances are a major issue for most university students in the US.
Generally universities in the US have a very diverse student body. I do not think that you should be worried about racism. If you turn off the TV and walk around and talk to normal Americans, you will find that on the most point we are very reasonable (in sharp contrast to what you see on TV).
I agree that your grading scale in Dubai may not be comparable to that in the US. What is your ranking within your school? Have you taken the SAT or ACT yet?
The common application for colleges opens 8/1.
Some schools open their own applications earlier but really you are fine waiting until August.
