<p>yeah, they require 2 or 3. I'm applying to U Penn also, and I had the same problem. Since the application is common app, go to common app's homepage, and at the top there is a button to click to download all kinds of forms you might need for any common application (secondary school reports, teacher recs, early agreements, etc.)</p>
<p>So I just use the common app form? Do you know what their requirement is for teacher evaluations? Do they specify different subjects?</p>
