Near their permanent address to cut down housing expense? Near the college? Or any random places?

Usually wherever they can get a job. Limiting yourself by location, depending on what you’d like to do, can severely hamper your choices just for applying to jobs, much less getting a job. I’m working in the media industry in Baltimore right now. First choice? No. Am I employed? You bet. Would I have a job right now if I stayed at home in NJ? Who knows.

One of the best avenue for a fresh college graduate to get a permanent job is the on campus recruitment by various companies through the College’s Career Center/Office. Those companies represent many different industries and recruiting for various locations. Like what URichmond said, if you limit yourself by location (I might add by industry or the type of work), you can severely hamper your choices and the possibility of getting job offers.
