where does the university's newspaper receive their funding?

I think the university newspaper receives funding from the university, and that the newspaper services are free. Everything from the printer, the staff, to the carriers, the money comes from the university... But I'm not sure.

Do the places that receive the papers actually pay for the services? Or do they get it for free?

I ask this because I used to work a route delivering to residential customers, and those pansies complained like crazy because I failed to put the paper on the porch. Grouchy old people eh? In the route I have now, I deliver bundles to small places like kum & go, or apartment buildings. I've never got any complaints whatsoever. I'm confused.

Although the university may contribute some, I would bet the vast majority of their money comes from advertising.

hm. never thought of that. I guess I should pay more attention to the ads next time…

so… the consumer doesn’t pay any money, right? that’s why nobody seems to care if I miss a day of delivery?

This is entirely based on your university.

At my school, the paper is non university-affiliated. They make a crap ton in advertisements (a serious ridiculous amount) because of how large the distribution is/ how many views the website gets.
