Where/to whom do I send my waitlist letter?

Should I just mail my letter to their undergraduate admissions (where I send my school reports, letters of rec, etc.) and address it to the admissions committee?

No No No
You should send two letters. One should be to the regional admission officer for your area. Get his or her name if you dont have it. Find out their title, ie. Mr. John Simith, Executive Director of Admissions. This is the regional admission officer who was responsible for applications from the state in which you live.
You should also send a letter to the Dean of Admissions at that school
The letters should not say why you should be accepted.
The letter should introduce yourself, and explain and you were disappointed to learn that you were waitlisted.
The letter should sum up in a paragraph, almost like a reminder, your accomplishments, ect and what you have to contribute to that school
You should convey your interest in that school and end with how you hope you will be offered a place off the waitlist. You MUST say that you will definitely come if accepted.
(If you are accepted a place off the waitlist, it will be the regional admisison officer for your area who will contact you)

e-mail or snail mail?

FYI: call and ask admissions who is handling your file for the waitlist....some schools are switching around admissions reps for this process (and some are assigning them alphabetically)
