Which choice is wiser

Hi,
I'm from Iran and i'm searching for a college for undergraduate degree in music.we have an entrance exam in Iran to get to university and I became number1 between 17000 applicants and I also play the piano and compose music but unfortunately I come from a very middle class family and there is no way i can study abroad without a full scholarship after searching a lot i have not found anything but two options;the first option is applying to Harvard which has full scholarships for international students and the second one is to apply to oxford which has a scholarship for middle eastern students.i can meet oxford's requirements more easily because Harvard requires the sat test which is not held in my country and would take a lot of money to take it because i have to go to Dubai for the tests.i am really confused and i really like to get some advice on this issue and also some suggestions for further options.i'll be very thankful to get some advice on this.

It does seem applying to Oxford will be easier. But if you are ranked 1 in your country then you may have a better chance than most at top U.S. colleges and universities that will give you aid. You would be a very unusual applicant and perhaps generate much interest. Contact Education USA Iran for assistance.

There are 6 US schools that are “need blind” and “meet full need” for internationals and they are some of the best in the country: Harvard, Yale, Princeton, Amherst, Dartmouth, and MIT.

In addition, there are even more “need aware” colleges that “meet full need” for internationals" University of Pennsylvania, Stanford, University of Chicago, Brown, Columbia, and about 10 or more others that fall into the Liberal Arts College category, like Oberlin which has a music conservatory.

So it may be worthwhile for you to apply. But a note on finances. The college will give you an offer but likely expect you to pay some portion they determine your family can afford. They do not have full scholarships based on “merit”, only financial"need".

That was really helpful thank you very much.
