Which colleges should I apply for?

Okay, I've managed to sum up my ECs and grades, and I was wondering which colleges I should apply to (undergrad, computer science), which provide financial aid/scholarships to international students.

I'm an Indian student, currently in class 12th (CBSE). I want to pursue either Electrical engineering or Computer science.

My scores:
Grade 10 (CBSE)-> 85%
Grade 11 (Science CBSE)-> 73%
SAT- Just appeared for it (expecting 1950+)
SAT Subject Tests- Will appear for these this October.
TOEFL- will appear for it this month.

My ECs:
1) Representative of my Class (Grade 12)
2) Co-founder of the school's IT club (Year 2014)
a) Organized IT competitions in School.
b) Currently developing school's online voting system for all sorts of elections.
3) Social Service:
a) SEVA member since 2013 (Taught poor children computers).
b) Just joined SPCA (Animal care) this week.
4) TEDx Speaker (Talked on Cyber safety at TEDxSGGSCC 2014)
5) Sports:
a) Played football for the school's football team. (Since 5th Grade)
b) Received a silver medal in 400m relay race. (School's annual sports day)
6) Co-Founder of a software organization called Falonyx. :
a) Created a Webkit Based browser called Voyage Browser.
b) Co-Founder of the football news site called 'The Football Chronicle'
c) Co-founded Dwellable.net
7) Worked with national award winning 'Gayatri Organic Farms' to improve their Online services.
8) Received 'Outstanding contributions towards school activities' award (Grade 10)
9) Won various inter-school prizes (mostly in the field of computer science)
10) National Cyber Olympiad (2012) Gold medalist (International rank 170, School rank 1)

I know my grades aren't that great, but I still have a year. I'll try my best to get good marks in my 12th half yearly and finals, SAT subject tests and TOEFL.

I just wanted to know which colleges I should apply to (preferably top schools, of course) which provide financial aid/scholarships to international students.

Try UT DALLAS for CS , they can offer full ride, they’ve done it in the past.

Thanks @naman1282 ,
And do I have a chance in any of these (even if I get 95% in half yearlies) :
MIT, Carnegie Mellon, Harvard, Cornell, Caltech , uPenn?

Your ECs are amazing, try getting a score above 2100 in SAT-I and then it would make a solid application from your side but then getting Financial Aids is tough in these colleges. My friend is paying full fees as a CMU student
