I was thinking of doing pre-med so I am wondering which CSU is good for pre-med?
The best CSU for Pre-Med is where you can get a high GPA 3.7+, have access to Medically related EC’s and a major in which you can have a backup career if you are not accepted to Medical School. Also having a good Pre-Medical/Pre-Professional advising center is also very helpful.
What is your CSU/UC GPA capped weighted?

I noticed I replied to your other post and you have a 3.1 UC/CSU GPA? And an SAT of 1020? If these stats are valid, then you will have a uphill battle in college trying to maintain a high enough GPA to be a serious contender for Medical School along with getting into several of the competitive CSU’s.
I used the CSU website to calculate my CSU GPA and it would be a 3.35. And I am trying to aim for a 1200 score for the sat.
The CSU’s admit by eligibility index and major so (CSU GPA x800) + (SAT Math +EBRW). Current EI is 3700. If you can raise your SAT to 1200 then your EI would be 3880.
An EI of 3880 should get you into most of the CSU’s except Cal Poly SLO, San Diego State, Cal State Long Beach (unless local). CSU Fullerton and Cal Poly Pomona would be a toss up.
Since the CSU’s do not have Neuroscience, what did you plan to study?
Anything that is like biology, chemistry, psychology etc
If the major and/or CSU campus is impacted, then there will be a higher criteria for admission. Here is the CSU impacted major/campus matrix to help you target possible CSU’s.

Although this information is from 2017, this may help you gauge your chances overall at the CSU’s which shows CSU GPA, test scores and applicable eligibility index for local applicants and non-local applicants.
And when I mean and when you mean local you mean in California right? And if so since I live in California I have a chance to get into CSU long beach ?
No local means where you HS is located so here is the local service area for all Cal states. Applicants in the local service area get priority but the exceptions are SDSU and Cal Poly SLO which no longer gives local applicants priority.
Here is the service areas for the Cal states:

If you are not attending HS in these school districts, CSULB will be a Reach
Cal State Long Beach:::
Each program is impacted.
The following school districts:
ABC, Anaheim (Cypress and Oxford only), Bellflower, Compton, Downey, Huntington Beach, Long Beach,
Los Alamitos, and Paramount
Would CSU Monterey bay be a reach?
No, CSUMB would not be a Reach but a Match.
Do CSU count senior year grades? Because when I used their website https://www2.calstate.edu/apply/eligibility-index it said to count the grades after the 9th grade but I don’t know if its likes how UC calculate GPA when they do not count senior year.
Your Senior grades are not available at application time so no they do not usually consider Senior year grades except to determine if you meet all the requirements and you do not receive D’s or F’s on your final transcript.
You count grades from the summer after Freshman year to the Summer prior to Senior year just like the UC’s.
Some CSU campuses will ask for a Mid-year Senior transcript to help in their admission decision ie. CSU Fullerton, but in general you are accepted based on completing your a-g courses 9-11th grades, your CSU capped weighted GPA and test scores. In-service local area applicants can be given priority.
