Basically, how do colleges (HYPSM, etc.) discriminate between different leadership positions? I kinda wanna know because some positions are easier to win than others, especially as most elections at my school are just popularity contests.

If all of the positions are basically resume decoration with no substance, which of those positions you have will not make any difference when it comes to HPYS.

What makes applicants to HPYS stand out is having leadership positions with high positions (such as at the state or national level), strong impact, and/or leadership positions in an organization that one started or revitalized (and that also has some impact, instead of merely being something slapped together to boost an application).

How colleges know about impact are: essays, recommendations, interviews.

When I interview applicants for my Ivy alma mater, I ask the following kinds of questions to learn about students' leadership:

What leadership positions have you held?

Why were you involved in that organization? What have you learned from that involvement? What have you contributed to the organization? Give me an example of how you have made a difference.

Neither is going to have that much impact. When people say that you want strong EC's, they don't really mean things that you did so much as things that you are interested in. You want to show strong interest, "passion", and long-term commitment in one or two activities. This is better than a list of activities where you have little involvement in any particular ones. The clubs and leadership positions validate your strong interests.
