Which test format should I submit? Which would be more impressive? For schools that require all scores in the score report and superscore SAT.

Highest SAT Composite: 1480 M: 770 ERW: 710
Superscore: 1510 M: 790 ERW: 720
Took the ACT once: 34
Math: 32
Science: 33
Reading:33
Writing: 36
Or should I just submit from both testing agencies?

According to the concordance tables, they are more or less the same score. Send one or both as you please.
The dilemma I am having is that the math on my ACT is low but high on the SAT. The opposite is true for the SAT.
Are you a STEM hopeful? A 32 math ACT is not bad at all.

Send them all. Schools will figure out what is the best representation for your application.
