<p>Several schools offer full scholarships for National Merit Finalists. Check ASU to see an example.</p>

Depending on the school you are at there are often funds/scholarships made available thru alumni giving or honorariums for upperclass students needing or, thru merit, earning additional aid. They will have the information and the application forms if a formal one is needed. Many times your department head or a professor may be able to recommend you for a specific scholarship. </p>
<p>For outside scholarships check with any professional societies that your degree may be related to. ie Engineering, medicine, automotive etc. They often have scholarships for upperclassmen. You mentioned the Gates. I just looked over their application and this is for H.S. Seniors, not those already in college. </p>
<p>As for 100% - Unless your financial circumstances have changed drastically since your first -freshman) year, your financial aid package given to you from your school generally changes very little from year to year. If you had full ride your first year that should continue. .</p>

<p>Guess they're trying to give low income students that step up and figure that's a good place to start. The Gates Foundation does have other scholarship programs listed on their web site, but looks like they are specifically for Washington State students and internationals.</p>

<p>I was selected a Gates Millennium Scholarship Recipient and it covers 100% of the unmet need. This includes workstudy and any loans you may have. It does not however cover EFC if you happen to have one (i did not, it was a 0). To apply you must be a H.S senior and what they consider a minority, but for those that get selected funding can continue beyond undergraduate studies provided that you select an area of interest as stipulated by GMS. If you do not, funding will only continue during undergraduate. Also, they give you funds to study abroad provided you qualify for fin aid and they again cover any unmet need for you. Also, the amount awarded varies depending on how much you have in unmet need on your fina aid letter. For example, this year i was awarded about 13,000 for the whole academic year (divided between 2 semesters) but i have a couple of one time scholarships that i wont have next year...so my unmet need maybe higher next year on my fin aid and GMS will adjust my award accordingly. They have also been known to cover the cost of computers provided that the cost is added to your financial aid award's "total cost of attendance" on the letter from your school.</p>
