Also, look at some of the other Mich directionals. I have heard (but not checked) that some other Mich directionals also have the same rate for IS and OOS.

My comment is not directly on point, but a good thing to know. Both Georgia Tech and Clemson charge instate tuition to any OOS student participating in the universities’ study-abroad programs. Clemson has their own campus in Belgium and Georgia Tech has their own campuses in France and China. Georgia Tech has about 100 different study abroad programs all over the world. Engineering students in particularly do well in these study abroad programs because the emphasis is on engineering course work which keeps them on track to graduate in 4 years. I saved about $15K when my DD did study abroad one semester at GT. I know of other students saving even more because they did study abroad for multiple semesters. GT does offer merit to OOS students for some of their study abroad programs.

NC has three public universities that guarantee an affordable education to in-state students. In-state students pay only $500/semester for tuition. What I did not realize until today is that the OOS tuition is also remarkably inexpensive at only $2500/semester.

This price does not include R&B. However, for families that qualify for the Pell Grant, that would cover a large piece of the R&B.

The three schools are spread across the state to make it easier for students from each region to attend.

Elizabeth City State University is toward the eastern side, near the coast, not too far from where the Wright brothers took flight.
UNC Pembroke is located near the center of the state.
Western Carolina University is located in the mountains in the west.

UNC Pembroke is located just across the line from SC. There area near South of the Border on I-95.

Western Carolina is not far from Tennessee.

Very true. Thanks for mentioning that. I should have specified I meant “center” relating to east-west. Speaking North-South, it is not centrally located.

As far as choosing three universities to logistically ensure the Affordable Tuition option is equally available to all residents of the state, I think the UNC system chose well.

At least one of those schools is using smoke and mirrors. They have a very very high “fees” which is essentially hidden tuition.

Digging further into the admissions/financial aid pages, it says WCU will eliminate $1313 of those fees if the student proves he/she has health insurance coverage. Still, that leaves annual fees of at least $4600, and that’s not insignificant.

@Publisher the school at the link provided by mom2collegekids was Western Carolina. It discloses an annual $5986 fee.

I just checked the other two schools that are a part of the NC Promise program.

UNC Pembroke has estimated annual fees totaling $2488.

At ECSU and UNCP, as with WCU, it is possible to dismiss $1313 of their annual fees if the students provides proof of health insurance. That would reduce ECSU’s annual fees to less than $1K, and reduce UNCP’s fees to just over $1K.

Exactly!! And it would be risky knowing that the school is using fees as hidden tuition…so what increases will happen over the years?

@mom2collegekids , that’s a fair worry about the possibility of increasing fees during a four-year education. AFAIK public universities in NC have a price lock (for NC residents only) which guarantees the tuition will not rise for eight consecutive semesters beginning with freshman enrollment. However, I’m not sure if that includes a lock on fees. Also, I know the price lock does not apply at all for OOS students.

I would be surprised if the “lock” includes fees. Increasing fees is their refuge when needed.

I notice that the word “may” is used but that’s probably just protection from too many applicants.

Montclair State University… OOS students with an unweighted GPA of 3.0 or higher are offered in-state tuition. Students must maintain 3.0 to continue to receive this benefit.

National Student Scholarship for Out-of-State Students

Incoming freshmen from out-of-state who enroll for the fall 2019 semester and beyond may be eligible for in-state tuition — a reduction in tuition of nearly $7,800 — if they have an unweighted GPA of 3.0 on a 4.0 scale. Students do not need to submit any supplemental information to be considered for in-state tuition; a review of each student’s eligibility will be conducted at the time their application is reviewed.

University of North Texas will waive OOS tuition with at least a $1000 academic or departmental scholarship.

Academic Scholarships range from $1000-$10000 per year and the OOS tuition waiver is in addition to the scholarship.
Some of the other Texas colleges have similar policies (not necessarily UT or TAMU though)

Southeast Missouri State has in-state rates for those coming in with a 21/1060 and a 3.0 (Redhawk Achievement). Also great auto merit.

@twoinanddone How did your daughter not pay 28K at Wyoming? Did she qualify for scholarships other that the Brown and Gold commitment?
