@mom2collegekids When my D applied to Wyoming she was offered WUE rate plus another $6000-8000/year in additional departmental and honors scholarships. In addition, as @twoinanddone mentioned, there’s some extra money for study abroad. We know a girl who spent a year in Europe and got a lot of extra scholarships to do so.
I think that $28k COA is a little high. She had the Rocky mtn Scholarship (same as the brown and Gold, but was a little less money) so that was $3000 per year, plus a theater dept scholarship her first year (then switched majors) for $2000, she got an alum award (it’s their form of FA) which was $1-2k per year. Most departments have some scholarships, with engineering and nursing being the most ‘steady’. If I recall, her tuition and fees were usually around $16k per year, room and board was about $8000 (she did eat a a sorority house which is a little less than the dorm). When she did study abroad (school sponsored to London) the cost goes down to $9k for the semester (tuition, fees, room, breakfasts) for everyone, instate or out, and every student gets the Chaney scholarship of $1-2k. You still get to use the Brown and Gold and any other awards you have.
There are just a lot of little awards and scholarships that bring the cost way down. I’d be surprised to learn anyone pays that COA $28k. With the student ID card, almost everything (even D1 football and basketball tickets) is included. She never spent much on books, eating out, entertainment. All club sports and recreation activities (mountain biking, kayaking) are subsidized by the school.
The University of New Mexico appears to give out of state students the same rate NM students pay. My daughter got a letter from them saying that if she had a 22 ACT and 3.0 GPA or better, she’d get the in-state rate. The real shocker was that the tuition is only $7,556 a year. I’m thinking it costs more if she stays at a state school here, so I’m glad she wants to apply there.
We looked at West Texas A&M and it’s in the middle of nowhere, which is not desirable. The population is 15,000 and essentially nothing to do. Looking at other options.

Depending on your GPA and ACT test scores, the University of Arkansas will waive up to 90% of Out of State tuition. Florida State also has “friends prices” if you have a high enough ACT and GPA. Good luck to all involved!
Northern Illinois U has no OOS rate and offers merit based on grades and test scores.
Yes! I have a friend whose daughter goes there with merit!! Awesome school…and has the full college experience

The NC Promise plan offers an affordable option. “Students at Elizabeth City State University, The University of North Carolina at Pembroke, and Western Carolina University are automatically enrolled in the program; there are no other eligibility requirements.”
OOS tuition is higher than in-state; however, it is $2,500/semester (in state is $500/semester), and they offer merit and need-based scholarships.
Wow, I wish I had seen this earlier. Apparently to take advantage of the University of New Mexico deal, the application has to be in by December 1st.
Check to see if that’s a firm deadline. It may not be.

Eastern Illinois University now offers instate rates to any OOS applicant with at least a 3.0 high school GPA.
Winona State in Minn give instate rates for ACT 25
UW Oshkosh give instate rates for ACT 23
