Who does your recommender address the letter of recommendation to?

Is “To Whom it May Concern” good enough? or Should they address the letter to different schools IE: “To Princeton University Admission Officers:”?

<p>Admission Selection Committee
Selection Review Committee
National Scholarship Administrator
To Whom It May Concern
HP Scholars Program Scholarship Committee
Freshman Alumni Scholarship Committee
(name of the Scholarship Director)</p>
