Who has a better CS program Texas Tech or Univeristy of Houston (Cougars) ? And why?

Probably Houston don’t quote me on that al I know is one of the Wordpress creators went there for comp sci. However Texas tech has a good engineering program so I can imagine them also having a respected comp sci program.
