People emphasis the importance of making sure the admissions office actually knows who you are when you apply. When applying I toured last year and met an admissions officer in the office, I attended a zoom with my state representative with some of my other classmates and asked questions and introduced myself, and emailed her thanking her for meeting with me after the zoom. I have also emailed her sending my letter of continued interest after I was deferred from Boston university. Does this help at all? I’m just confused on who reads my college application? Is it my state representative so knowing he his helpful or is it a random group or adults so reaching out to my state representative isn’t very helpful?
The college person designated for your state will be one of the readers.
Is that the “state rep” you meant?
You are doing everything right! Your State/Area rep should be a big part of the process and is the person responsible for understanding your region and high schools. They may hire additional readers, but in most cases your app will also be evaluated by your state/area rep.
Also, your LOCI ideally should contain new information - updated grades, volunteer project not only reiterating your interest.

I think it depends on the school. One of my friends has read applications for UC Berkeley, Stanford, and Yale. All these universities have full-time, permanent staff. They are the ones who give informational talks and meet with prospective students. Typically, they will also read applications. However, given the sheer number of applications to top schools, a lot of readers, and even the majority, are hired on a temporary basis and assigned a specific region (e.g., southern California). They never meet with prospective students; they simply read applications.
