In my school, the guidance counselor is the person you go to in order to request a schedule change or if you really need “guidance” socially (drugs, pregnancy, depression etc.). The guidance counselor does not know the class rank. Our college adviser on the other hand, knows our class ranks and stamps our transcripts. They know all about college admissions.

True, but I heard that the counselor is required to submit a recommendation letter anyways. My concern is finding out which of the two has to write it. That way, she can get to know me better.
At D’s school there is no “college adviser”. The guidance counselor is all there is and she knows class ranks, grades, etc.
Can you contact your school and ask? I would think that your college adviser would be the one to write it… I’m sure that your school has sent kids to college before and would hopefully know the answer:) I think you should get a definite answer from your school since none of us are familiar with the situation at your school. Who helps you pick your classes for the next year? Who handles class conflicts, issues with grades, college search, etc.? Between the guidance counselor and the college adviser, which one do you know better? I would go with the one who you have talked to more. At my school, there are college advisers and guidance counselors. Students talk to the guidance counselors more (in terms of grades). I’d say go with the one who knows you better, deals with your grades, etc.
Ask your school. Sounds like the college adviser, that was the case at my own school, in my D’s case, it is her counselor. Every school does things differently.
