Why doesn't Rutgers University care about teacher rec. letters?

I heard that they don't even want you to submit them. Is it that much of a "number" school? Like they only care about marks or grades first.

Rutgers is like most public universities in not wanting rec letters (which group even includes your high ranked UCs). That has been true for decades and the why is not explained. Unofficial reasons that have been mentioned include the fact that the college gets tens of thousands of applicants from its own state high schools and to require its high school teachers to provide that much uncompensated labor in preparing so many rec letters is unreasonable.

I don’t get the whole idea of recommendation letters anyway as they all say a variation of the same thing, so I think that policy is reasonable. Why shouldn’t it be based on numbers?
