My major is PoliSci and currently have 2.4 GPA and I hope I can get it to a 3.0 but it requires me to get straight As for two straight semesters which I think I can't do. I attend Palomar College and my local CSU is San Marcos so that means I have priority admission over students outside the local area even if the have 4.0. So why would I have a hard time getting into my local CSU?

You should be OK for your local CSU, many others have lots of well qualified applicants and you need to compete for a spot.
You should be OK, especially if you’re getting the Associates for Transfer degree. If not, still shouldn’t be too bad since San Marcos isn’t one of the more major/ impacted CSUs.
Try to raise your grades as much as you can for San Marcos, not only to help with your admission, but also because the workload at San Marcos will be tougher.
