I'm a junior in high school and I live in Tennessee. My grades aren't good enough to get accepted for my freshman year so could I go to a community college in Georgia for 1 year and then get instate tuition when I transfer to the University of Georgia.

No you will not.

Is there anyway I can? What if my parents move to Georgia when I start community college?

Your parents would have to be very indulgent to do that. But it would still not likely qualify you for in state tuition:

Your parents would have to live in Georgia for at least 12 months prior to you enrolling in college, even community college, for you to get in-state tuition. They would need to show they were paying state income tax, change their driver’s licenses, voter registration, basically show an intent to live in Georgia for you to be educated on the Georgia taxpayers dollar.
