Will it look suspicious if you only submit an ACT score and you're from a state where the students predominantly take the SAT? I'm a New York Resident and from what I know, only 21% of students even take the ACT (Based on last year's stats).

This is my dilemma: I scored a 35 composite on my ACT (Based on various conversion charts, this is roughly a 2340 on the SAT). However, I scored a 2190 in March, a score that is not as impressive, considering the fact that I'm applying ED to Cornell as a primarily academic student since my ECs blow beyond imagination (BTW I'm an asian male, which makes it even more crucial that I get better numbers).

There's also the problem that various schools in Cornell "recommend" sending SAT IIs, although they claim that not sending them does not hurt your chances. However, I have a feeling that it may be their subtle way of saying "Send us your scores if you want a better chance of being accepted". Unfortunately, my SAT II scores are also pretty mediocre (710 Bio, 740 Math I, 760 U.S. History).

Should I just send my ACT scores and hope they don't become suspicious, or send all of my tests from Collegeboard and hope for the best? I appreciate any useful input. Thanks in advance.

By the way, for those that don't know, SAT IIs cannot be sent independently. Collegeboard requires you to send all of the scores that you ever received on their tests, so there's no way for me to just send my SAT II scores.
