Will my bad record hold me back from transferring?

I just finished my 3rd semester of college at IUPUI and I want to transfer to Purdue for Nuclear Engineering in the fall of 2014. My only problem is that my school record is terrible.
My first year went by and by the end I had a low grade in Chem II at Ivy Tech. I then transferred to IUPUI and my life went down the tube. Due to family issues and my poor planning I had to withdraw from Calc 2, fail physics, and miss to much of speech to pass. My only good class was engineering but other than that I need to retake all those classes. I will be retaking all these classes as well as my Chem II next semester and if all goes well I will be kicking ass (since I now have nothing to keep me from school).
I know these semesters have been terrible and I when I called the Nuclear Engineering department the rep told me they would take me as long as I got all the pre-reqs to transfer. But I don't know if Purdue will take me. I know that during the essay I will not blame what happened to my family as to why I did poorly but my own poor ability to manage my time and state that I do have the drive to study. Will my grades next semester help me get into the engineering department, should I apply for general admission, or do I not even stand a chance?
