Can an application be withdrawn prior to acceptance with no repercussions? What would be the latest that this could be done, such as prior to receiving final financial aid package?

If you want to withdraw an ED app, you should call the school to let them know whether you are withdrawing completely or changing to EA or RD. Then you should follow up with the same message in writing. To do this effectively, you must withdraw before you are accepted.

You should tell them immediately. I believe you can tell them until the notify you of accept/reject, but many schools notify of acceptance/rejection before the reply deadline. You will be rolled over into the regular round.

What happens if you change from ED to RD close to the time of your ED acceptance, do they throw you back into RD, even if you may have been accepted internally already?

Is it still safe to drop ED as long as you do it before you receive the FA package?

Call the admissions office to confirm, but I believe you must do it before you are notified of your acceptance, not your finaid package.
