Worth it?

So I’m applying ED to U Penn for poli sci, but of course they still “highly recommend” 2 SAT subject tests even if you’re not going into math/science. I’m only qualified to take Math 1/2 (my college counselor said I should take Math 2) and Lit, and my college counselor said I shouldn’t send them in unless I got a 700. Problem is, I’ve been prepping for math 2 but there’s no way I can get a 700. So here are my questions:

  1. Is it worse to send in a bad score (high 600s) or not send it at all?
  2. Is it bad if I take math 1 instead? I know colleges don't take it "seriously" but I don't see why it should matter for a non math/science major

Math1 is easier in content but not necessary gives you a better score. You may try a practice test to see. For schools that recommend subject test scores, having a low score is probably just like not submitting. If it is really far below 700, I would not submit it at all to avoid any potential adverse effect.
