Worth Transferring from UCSC?

So I'm currently a first year at UC Santa Cruz, majoring in politics and history with a minor in education. I should have a 4.0 this quarter, taking an intro for my major, minor as well as a GE class.

I've always wanted to go to Cal, and they have the second best political science program in the country. UCSD and UCLA also have great programs. As much as I love UCSC, our politics department is pretty limited. I eventually want to go to law school, and it seems like the prestige of your undergrad institution matters.

My question is: is it worth transferring after my second year? I'd definitely have a lower GPA at those schools, and I probably wouldn't be able to do the UC in DC program, study abroad, or any other EC programs that would help me look more competitive for law school. I also might not be able to keep my double major/minor and graduate in four years.

I'm just very confused, and my academic advisor has been far from helpful. Any ideas?
