Are you sure those are the Apply Texas essays for this year? It says 2013-2015 cycle on the pdf 
I was about to write my essays on those topics too when I looked closer at the date.
From what I’ve read, the topics I listed above are still in use. I know U.T applications open up tomorrow, and those are the topics they have listed on their website.
